This is an OEM-spec headlight assembly mounting grommet designed for headlamp positioning and vibration isolation.
It is a locator and cushioning grommet, not a push clip.

The grommet installs into the vehicle body or bracket first, then accepts the headlamp locating pin or bolt through the center hole.
Its purpose is to absorb vibration, prevent stress cracks, and protect the headlamp housing from direct load.
